Dr. Movsun Kuy is a pioneer in Cambodia’s digital infrastructure development, specialising in next-generation network systems including SDN, NFV, and secure IoT.

He holds a Ph.D. in Computer Networks, awarded jointly by the University of Namur (Belgium) and ITC, where his research focused on NFV management in edge computing.

At ITC, he serves as Program Coordinator for IT Networking, Co-Director of the Cybersecurity and Network Research Lab, and collaborates with industry partners to develop 5G-ready and smart infrastructure solutions.

His technical strengths include SDN orchestration, cross-cloud deployment, and full-stack development using Python, Java, and JavaScript.

Dr. Movsun is also actively involved in Huawei and Cisco training programs and has presented his research at international IEEE conferences.

Dr. Rothna Pec is a leader in advanced wireless systems, specialising in 4G/5G, smart sensor networks, and signal processing.

He earned his Ph.D. in Mobile Communication Engineering from Chung-Ang University (South Korea), where his research focused on OFDM-based beamforming for cellular networks.

He teaches core courses in telecommunications and leads R&D projects funded by the Royal Government of Cambodia.

His work includes smart agriculture sensor systems, underwater acoustic communications, and 5G baseband modem development.

Dr. Rothna has published over 20 peer-reviewed papers and serves as a reviewer for IEEE journals. His work bridges engineering innovation and national digital priorities.

Dr. Sothea Has is a recognised expert in machine learning, big data, and predictive modeling.

He holds a Ph.D. in Applied Mathematics from Sorbonne Université (France) and has conducted postdoctoral research at École Normale Supérieure (ENS), focusing on transfer learning in atmospheric science.

At ITC, he teaches advanced courses in statistics, machine learning, and Spark-based big data technologies.

He is the developer of the open-source library "gradientcobra" and has published in journals such as JGR and Frontiers in Physics.

Dr. Sothea brings deep expertise in Python, PyTorch, R, and advanced statistical modelling, training Cambodia’s next generation of data scientists and engineers.

Dr. Sokkhey Phauk is one of Cambodia’s leading voices in data science and analytics.

He holds a Ph.D. in Interdisciplinary Intelligent Systems (Data Science) from the University of the Ryukyus (Japan). His research focuses on predictive analytics, machine learning, and educational data mining.

At ITC, he is Head of the Department of Applied Mathematics & Statistics, Coordinator of the Master’s in Data Science program, and Founder of the Research and Data Analytics Lab.

He teaches a range of applied courses from Exploratory Data Analysis to AI-driven modelling and has published extensively in IEEE and Springer journals. His leadership continues to shape Cambodia’s data science landscape.

Dr. Cheab Sovuthy is an internationally recognised expert in RF engineering and digital systems.

He holds a Ph.D. in Electrical Engineering from Universiti Teknologi PETRONAS (Malaysia), with four patents commercialised globally. He is a Senior IEEE Member and serves on the ASEAN IVO Steering Committee.

At Lotus Academy, he leads the design and delivery of specialised training in RF, IoT, and 5G technologies. He is also Dean of Digital Engineering at CADT and has received multiple international innovation awards.

With over 65 publications and extensive experience in technical education, Dr. Sovuthy is dedicated to advancing Cambodia’s digital workforce through applied, industry-aligned training.
